What is a GL?
A GL is a General License that is issued to a person or organization that acquires, uses or possesses a generally licensed device (GLD) within the state of New Jersey.
What is a Generally Licensed Device (GLD)?
A GLD is a device that contains radioactive material that is typically used to detect, measure or determine the thickness, density, level or chemical composition of various items. Examples of such devices are certain density gauges, fill-level gauges, static eliminators and X-ray Florescence (XRF) devices.
Note: The PB200e XRF device is considered an exempt device and is not issued a GL.
How do I determine if I need a GL Registration for my device?
When you purchase a GLD from a manufacturer the manufacturer will inform you if it needs to be registered. However, you can use the chart below to help determine if you need to register your device:

My device does not go above the activity levels of the above chart, do I need a GL?
No, but you should still notify the Bureau of Environmental Radiation (BER). Your device will be considered an exempt device. We track all devices that are possessed within the state, even if no GL is issued.
How do I apply for a GL or notify BER of my non-registered or exempt device?
Please email Christopher.giaquinto@dep.nj.gov your request for a registration. Please include all documentation about the device that you received when purchasing it from the manufacturer.
Are there fees associated with receiving a GL?
Yes, the annual fee in Subchapter 64 applies to GLs for which a certificate of registration is required (Tabe 2, Fee Category 5).
How can I transfer or dispose of my GLD?
A GLD can ONLY be transferred for disposal or to obtain a replacement device. The device MUST be transferred to a person (or company) holding a specific license pursuant to 10 CFR Part 30 and Part 32. Examples of these individuals are the device manufacturer or a licensed waste broker.
I want to sell my company and the buyer wants to keep the GLD, is this allowed?
Yes! However, the GLD must remain in use at the same location and the new owner will become the new holder of the GL. If the new owner wants to move the device to a new location, they would be unable to.
My device is exempt but I am planning on selling my company and the buyer wants to keep my exempt device. Is this allowed?
Yes! Just notify BER and we will update the information on our end.
I am a manufacturer and need to submit my Quarterly Reports. Who do I send them to?

There was an accident with my device and I need to report it. How do I report this?
Please call 1-877-WARN-DEP (1-877-927-6337) and give them all of your information. They will reach out to us at BER and we will get in contact with you shortly.
I have a Tritium (H3) Exit sign, do I need a GL?
No! But you do need to notify BER when you receive a Tritium Exit Sign.
I want to distribute or manufacture H3 signs, do I need a GL?
You don’t need a GL but you do need a Specific License to manufacture or distribute H3 signs within New Jersey.
I want to decommission my H3 sign, how do I do this?
You can contact the H3 sign’s manufacturer and they can assist you. You can also reach out to BER and we will be happy to help!
Do I need to be an RSO to own a GLD?
No. You don’t need to have an RSO certificate to own a GLD, however, you will be considered the “Responsible Entity (or Person)” for the device. All correspondences will be issued in your name.
Do I need any training to be a Responsible Entity?
No, there is no training needed. However, it is recommended that you are familiar with the device and it’s appropriate regulations.
Does BER perform inspections on General Licensees?
Yes, BER will inspect your program every 5 years.
What is a Form 664?
When your annual fee arrives, you will also receive a Form 664. This form is your annual registration with BER. Please complete all required sections and please insure that your Responsible Person’s contact information is up to date. It is requested that you email the completed form to Christopher.giaquinto@dep.nj.gov as soon as you receive it. Please follow the instructions on the first two pages on how to pay your bill online.
I like to mail my Form 664 in, is that okay?
Yes, you can still mail your Form 664 into BER following the instructions on the first two pages. However, to ensure that we received your Form, email is preferred.
