Technical Assistance Program
NJDEP in collaboration with our technical assistance providers will be offering no cost assistance to water systems for various activities such as engineering services, program navigation, and financial and needs assessments.

NJ-TAP (New Jersey Technical Assistance Program) provides technical assistance through third party providers who will give direct assistance to qualifying facilities. NJ-TAP is funded through specific funds set-aside from the BIL for program implementation. NJ-TAP will prioritize aid to communities identified as disadvantaged or overburdened to identify lead service lines, develop asset management and capital improvement plans, identify sources of state and federal funding and public outreach to assist with important water-quality improvement projects. To apply for technical assistance, fill out the form linked below. This aid is being provided free of charge to participating water systems. The Department also developing a program to offer early engagement technical assistance for those who may need early fiscal assessments and public outreach. After the program is developed and applications are submitted, the Department will reach out to applicants who qualify for early engagement technical assistance. Program Navigation
Providing technical assistance with navigating through the Water Bank process from application to project completion
- Identify and contact disadvantaged community projects on priority list – hold preapplication meetings with those ready to proceed and identifying those that need assistance (Refer to Preliminary TA).
- Assign projects in disadvantaged communities to experienced staff who will be able to more effectively shepherd the project through the approval process.
- Hold regularly scheduled (e.g., monthly) meetings with project applicants, DEP managers, I-Bank staff and project team.

Providing technical assistance with understanding system and fiscal needs and how to pay for them.
- Conducting and reviewing preliminary system assessment and investigation data including processes and assets.
- Providing comprehensive assessments of a system’s fiscal condition, including rate structure, design and components. Gain an understanding of the fiscal capabilities to prioritize projects.
- Financing acquisition and evaluating other alternatives.
- Participating in public meetings to help interpret information about site conditions, proposed remedies, and remedy implementation.
