Proposed Lease Area:

City of Jersey City, Hudson County
Block 15801, Lot 35, Lot 36, and Lots 38 through 46
Block 15904, Lots 1 through 4 and Lots 19 through 28
(excluding Marina Green area depicted in Attachment 4 below)

Proposed Tenant:  SMI LL, LLC, an affiliate of Suntex Marinas Investors, LLC

Proposed Lease Term:  60 years

Proposed Rental:  $800,000 annual minimum (subject to escalation), plus contribution to bulkhead replacement

Proposed Action:  In accordance with N.J.S.A. 13:1D-51 through –58, the State of New Jersey, Department of Environmental Protection (“NJDEP”), through its State Parks, Forests, and Historic Sites Program and Office of Transactions and Public Land Administration, will hold two public hearings to seek comments on a proposed new lease agreement for the Liberty Landing Marina located within Liberty State Park.

The proposed lessee, SMI LL, LLC, an affiliate of Suntex Marinas Investors, LLC (collectively, “Suntex”), is the current Marina tenant.  As explained in further detail in the report linked below, the NJDEP seeks to enter into a new lease with Suntex in order to (1) facilitate replacement of the Park’s 3,510-foot linear bulkhead along the Morris Canal Basin (at an estimated cost of at least $60 million) and (2) facilitate the development of recreational facilities by the NJDEP on an eight-acre lawn area currently leased to Suntex.

State House Commission approval is required for this proposal. If approved, the Department anticipates that the earliest the proposed conveyance could occur is December 2025.
