On January 12, 2026, the NJDEP Division of Air Quality and Radiation Protection approved an air pollution control preconstruction permit and certificate to operate for the Transco Compressor Station 206. View the final permit.[/vc_message][/vc_column][/vc_row][vc_row][vc_column][vc_column_text css=””]The NESE Project is a proposed expansion of Transco’s existing system from Pennsylvania through New Jersey to New York, to provide 400,000 dekatherms per day (Dth/d) of incremental capacity to Transco’s existing Rockaway Transfer Point located approximately three miles offshore of the Rockaway Peninsula in Queens Borough, New York. The regulated portions of the proposed NESE project would involve the construction and installation of three components in New Jersey: (1) construction of a new gas-fired compressor station (CS 206) with connecting discharge piping (2) the Madison Loop, and (3) the Raritan Loop (offshore). Please see below links for the permit plan cover sheets depicting the Project facilities. For awareness, in Pennsylvania, the Project includes 10.1 miles of 42” diameter pipeline as well as upgrades to Transco’s existing compressor station 200.
Below is pertinent information about the three Project components in New Jersey.
Compressor Station 206 [all facility components will be located on Block 5.02, lots 20 and 23 in Franklin Township, Somerset County]
Suction & Discharge Piping:

- Construction of suction and discharge piping will connect proposed Compressor Station 206 with Transco’s existing Mainlines A and C
- The proposed suction/discharge piping will result in the permanent disturbance of 0.852 acres of freshwater wetlands and 0.487 acres of transition areas and will temporarily disturb 0.149 acres of freshwater wetlands and 0.449 acres of transition areas
Compressor Station 206:

- Preconstruction Permit to Construct and Operate Emergency Generator
- Preconstruction Permit to Construct and Operate Two Mars 100 (or equivalent) 16,000 hp turbines
- General Permit for condensate storage tank
Higgins Access Road
-
- Located on Block 5.02, Lot 26.01
- Transco proposes to extend the existing access road on the Higgins property to the Compressor Station 206 site
Madison Loop
- The Madison Loop would be co-located within existing Transco right of way in Sayreville and Old Bridge Townships, Middlesex County
- Consists of approximately 3.43 miles of new 26-inch-diameter gas pipeline
- The Madison Loop will result in temporary impacts to 1.968 acres of mapped coastal wetlands, 1.32 acres of riparian zone vegetation, of which 0.67 acres is previously disturbed, 0.157 acres of State open waters and 1.987 acres of freshwater wetlands; and the permanent disturbance to 0.327 acres of freshwater wetlands, 1.143 acres of transition areas and 0.415 acres of riparian zone vegetation
Raritan Loop
- The Raritan Loop would begin within the upland waterfront development area in Middlesex County and extend into and under Raritan Bay
- The Raritan Loop, as proposed, would consist of approximately 5.95 miles of new 26-new diameter pipeline in New Jersey waters and 0.16 miles onshore
- Terminus will be at mile marker 35+49 at the Rockaway Delivery Lateral in New York State waters
The Department issued all of the necessary air permits for CS 206 in or around 2017 which are expired. However, the Division of Land Resource Protection ultimately denied Transco’s permit applications in May 2020.

The NJ Department of Environmental Protection (NJDEP) is announcing a virtual fact-finding public hearing for an application for the Transco – NESE Project. Members of the public who wish to participate in the hearing may participate via Microsoft Tams and those planning to offer oral comments at the hearing may pre-register to do so. NOTE: It is not required to pre-register to speak at the hearing, however, those who do complete the pr-registration form will be called first to speak.
The virtual Microsoft Teams public hearing will be held on September 10, 2025, from 6:00 to 9:00 PM.
