New Funding Opportunity
The New Jersey Department of Environmental Protection (Department), Division of Watershed Protection and Restoration, is offering two new grant funding programs intended to promote stormwater management and increase resilience within communities. The “Green Streets & Stormwater Infrastructure Mapping Grant Program” is intended to assist counties in achieving compliance with the January 1, 2025 Highway Agency (R12) general stormwater permit and to promote green infrastructure design initiatives. The “Leaf Composting Grant Program” is intended to assist public entities in complying with the Department’s Wood Waste Recycling and Leaf Composting Stormwater General Permit (WRC).
The Department has announced that $5.025 million dollars of American Rescue Plan Act of 2021 (ARP) funding will be granted to qualified applicants across both programs. The deadline to apply for both grants is August 1, 2025. Please see each link below for detailed information.

Purpose of Funding
The municipalities eligible for this NOFA are the 101 former Tier B municipalities (former Tier Bs), as listed in Appendix A below, that were notified they were reassigned to Tier A as of July 01, 2022. In addition, all 456 Tier A municipalities that were assigned to Tier A prior to July 1, 2022 (original Tier As), as listed in Appendix A, are eligible for funding under this NOFA.
