There are three Municipal Separate Storm Sewer System (MS4): the Tier A, Highway Agency, and Public Complex. All three permits authorize the discharge from publicly owned MS4 systems. The Tier A Permit applies to a majority of NJ municipalities. The Highway Agency Permit authorizes the discharge of stormwater from highways or other thoroughfares operated by counties or by entities such as the NJ Department of Transportation, NJ Turnpike Authority, and the South Jersey Transportation Authority. The Public Complex Permit authorizes the discharge of stormwater from large publicly owned complexes such as colleges, universities, prisons, and hospital complexes.
