Notice of Proposed Substantial Changes Upon Adoption
Site Remediation Reform Act amendments, N.J.A.C. 7:26B, 7:26C, 7:26E, and 7:26F

Take notice that the NJ Department of Environmental Protection (Department) is proposing substantial changes upon adoption to the Site Remediation Reform Act amendments rule proposal published on October 21, 2024. The Department is proposing substantial changes to the Administrative Requirements for the Remediation of Contaminated Sites (ARRCS), N.J.A.C. 7:26C, in response to comments received.
The notice of proposed substantial changes upon adoption is scheduled to be published in the New Jersey Register dated November 17, 2025. A copy of the notice is available from the Department’s website (https://deptest.nj.gov/rules/wp-content/uploads/sites/70/proposals/proposal-20251117a.pdf) and via LexisNexis’s free public access to the New Jersey Register (https://www.lexisnexis.com/hottopics/njoal/).
The Department will hold a virtual public hearing on Wednesday, December 17, 2025, at 1:00 P.M. The public hearing will be conducted virtually through the Department’s video conferencing software, Microsoft Teams. A link to the virtual public hearing with telephone call-in option will be provided on the Department’s website at https://www.nj.gov/dep/rules/notices.html.
If you are interested in providing oral testimony or submitting written comments at the virtual public hearing, please email the Department at CSRR_rules@deptest.nj.gov, no later than 5:00 P.M. on Tuesday, December 16, 2025, with your contact information (name, organization, telephone number, and email address). You must provide a valid email address, so the Department can send you an email confirming receipt of your interest to testify orally at the hearing and provide you with a separate option for a telephone call-in line if you do not have access to a computer or mobile device that can connect to Microsoft Teams. This hearing will be recorded. It is requested (but not required) that anyone providing oral testimony at the public hearing provide a copy of any prepared remarks to the Department through email.
Written comments may be submitted electronically by close of business on January 16, 2026 at https://deptest.nj.gov/rules/rule-comment-form/. Each comment should be identified by the applicable N.J.A.C. citation, with the commenter’s name and affiliation following the comment. The Department encourages electronic submittal of comments. In the alternative, comments may be submitted on paper to:
