Through the NJPDES permit system, the program provides guidance documents, model ordinances, standard procedures, and required forms to support compliance with environmental regulations.

There are three General Municipal Separate Storm Sewer System (MS4) permits under this program that require implementation of stormwater management problems, public education activities, pollution prevention measures, drainage plans, and stormwater pollution prevention plans.

• Tier A Permit applies to the majority of municipalities in New Jersey
• Highway Agency Permit applies to state, county, and other major roadways
• Public Complex Permit applies to publicly owned facilities such as universities, prisons, hospitals, etc.

The program also supports the development of stormwater utilities—local funding mechanisms that help ensure sustainable, long-term maintenance of stormwater systems across communities.
