Program Overview
The Clean Corridor Coalition will bring nearly $250M to the mid-Atlantic region for electric medium- and heavy-duty vehicle charging. The Clean Corridor Coalition is a multi-state effort to deploy medium- and heavy-duty zero-emission vehicle charging infrastructure for freight electrification along the I-95 corridor and adjacent roads from Connecticut to Maryland. The Clean Corridor Coalition was awarded a $249 million grant from the U.S. Environmental Protection Agency (EPA) Climate Pollution Reduction Grant (CPRG) program in July 2024.
The coalition is led by the New Jersey Department of Environmental Protection in partnership with the Connecticut Department of Energy and Environmental Protection, Delaware Department of Transportation, Maryland Department of Transportation, and Maryland Department of the Environment.
The Clean Corridor Coalition will fund infrastructure for zero-emission medium- and heavy-duty vehicles, provide technical assistance to charging sites, deliver training and provide support services to establish a skilled workforce, conduct meaningful community engagement, and enable planning by states and stakeholders along the corridor.
The corridor from Connecticut to Maryland is one of the most densely populated freight corridors in the United States. The C3 Program will encompass several deliverables including the following, with details of each announced as the Program progresses:
- Announcement of a Round 1 Request for Proposals (RFP) to fund public and semi-public MHDV charging infrastructure projects along the I-95 corridor and adjacent freight segments in New Jersey, Connecticut, Delaware, and Maryland.
- Distribution of an RFP to fund workforce development programs to provide job skills training to workers for the construction, operation, and maintenance of MHDV charging infrastructure, including for low-income and disadvantaged community members, with a direct path towards high-quality employment.
- Publishing a public MHDV resource library, including guidance, tools and program dashboards.
- Provision of Technical Assistance to project awardees and members of the community.
- Hosting regular webinars, listening sessions, and presentations from industry experts on the topics of MHDVs, charging infrastructure, utility planning, public engagement, and more.

December 2025 C3 Update: Teaming Partners List Now Open
The Clean Corridor Coalition is compiling a Teaming Partners List for NJ, CT, DE and MD to encourage collaboration among prospective applicants and to facilitate the formation of teams who may want to respond to the upcoming RFPs for medium- and heavy-duty charging stations. The Teaming Partners List will allow organizations who wish to apply for this funding to explore partnering with other prospective applicants.

February C3 Update – Compendium of Responses to Medium- and Heavy-duty Vehicle Charging Related RFIs
On November 20, 2025, the C3 States held a webinar that provided an overview of the C3 Program and provided a summary of responses to a Request for Information (RFI) that was distributed in August of this year. This webinar summarized key findings regarding medium- and heavy-duty vehicle (MHDV) charging technologies, infrastructure requirements, site design, and industry needs, as well as information on grant program design criteria.
