The New Jersey Water Bank (NJWB), which administers New Jersey’s State Revolving Fund, is a partnership between the New Jersey Department of Environmental Protection and the New Jersey Infrastructure Bank (NJIB) to provide low-cost financing for the design, construction, and implementation of projects that help to protect, maintain and improve water quality and projects to ensure safe drinking water.<\/p>\n
The priorities and policies of the NJWB are established through this Intended Use Plan (IUP). Projects eligible for financing include a wide variety of wastewater treatment works, stormwater management, drinking water systems, land acquisition, and landfill activities.<\/p>\n

The Project Priority List is a complete compilation of all projects seeking financing through the New Jersey Water Bank (NJWB). Projects must be listed on the Project Priority List to be considered eligible for financial assistance under the NJWB. The Trust enabling Act (P.L.2016, c.30) authorizes NJWB to amend and publish the Project Priority List four (4) times during the fiscal year. The CWSRF provides financial assistance for the construction of projects that protect, maintain and improve water quality. Established in 1988, New Jersey’s CWSRF program is included in the Environmental Infrastructure Financing Program (EIFP). The EIFP is a partnership between the New Jersey Department of Environmental Protection (DEP) and the New Jersey Environmental Infrastructure Trust (Trust) providing low-interest loans for infrastructure projects.<\/p>\n Every year the DEP develops a “Proposed Priority System, Intended Use Plan, and Project Priority List” as required by federal and State law. After the public has had an opportunity to comment on the DEP\u2019s proposal, the DEP submits a final “Priority System, Intended Use Plan, Project Priority List, and Response Document” to USEPA for its approval. The Priority System (PS) describes the ranking methodology for the municipal water pollution control projects that are eligible for financial assistance through the EIFP. The Intended Use Plan (IUP) provides information on funds available through the clean water component of the EIFP, including all federal funds allotted to the State under the CWA and available to the CWSRF. The Priority List identifies projects targeted for financial assistance from the CWSRF and identifies the estimated total eligible building costs under the appropriate project category.<\/p>\nState Fiscal Year 2023:<\/h3>\n
