There are three Municipal Separate Storm Sewer System (MS4): the Tier A, Highway Agency, and Public Complex.\u00a0<span style=\"margin: 0px;padding: 0px\">All three permits authorize the discharge from publicly owned MS4 systems. <\/span><span style=\"margin: 0px;padding: 0px\">The\u00a0<strong>Tier A Permit<\/strong> applies to a majority of NJ municipalities. <\/span>The <strong>Highway Agency Permit<\/strong> authorizes the discharge of stormwater from highways or other thoroughfares operated by counties or by entities such as the NJ Department of Transportation, NJ Turnpike Authority, and the South Jersey Transportation Authority.
