\nCooperative Venture Program and Site Remediation Advisory Group (CVP\/SRAG)<\/h5>\n
\nThe joint Cooperative Venture Program (CVP) and Site Remediation Advisory Group (SRAG) meetings are a valuable opportunity for stakeholders to meet with Department personnel to discuss specific technical and administrative issues concerning their constituencies. These meetings are an interactive forum where agenda items are determined with stakeholder input, targeted information is presented, and problems and issues are discussed and resolved. The goal of the Site Remediation Program is to make the remedial process more transparent, predictable, and efficient. These meetings help to achieve this goal and to promote the Department\u2019s Stakeholder process.<\/p>\n\n

\nRemediation Process Improvement Initiative (RPII) is a collaborative effort between the Department, LSRPs, the regulated community, and other interested stakeholders to further improve and streamline remediations in the state.<\/p>\n\n

\nTo develop topic-specific technical guidances that work in concert with the Technical Requirements for Site Remediation (N.J.A.C. 7:26E) by providing recommendations, approaches and technical issues to be considered in the remediation of contaminated sites. These guidance documents are intended to be used by the LSRP and remediating party during the remediation process to provide a basic framework for making technical decisions and applying professional judgment. The Site Remediation Professional Licensing Board may also use the technical guidances to assist in evaluating whether professional judgment was applied appropriately during the remediation of a contaminated site.<\/p>\n
\nWhen a draft final guidance document is considered completed by a technical guidance committee, all committee members should review the document and support releasing the document for review outside of the committee. The document will be distributed to stakeholders that are members of the other technical guidance committees for review and comment. Those stakeholders receiving the document will also be requested to assume responsibility for coordinating reviews within their respective constituencies and directing comments back to the committee chairperson. The draft guidance document will also be distributed for review and comment within the program to the Assistant Commissioner\u2019s office, Directors, Assistant Directors, Bureau Chiefs, and any interested staff. The review period for draft guidance documents will be six weeks. Following the close of the comment period, the Technical Guidance Committee responsible for the document will review all comments and revise the document, if necessary, in response to comments received. Significant technical comments will be addressed in writing by the committee and posted on the DEP\u2019s Web page as a \u201cResponse to Comments\u201d document. After final revision, the technical guidance committee will release the document as a \u201cFinal Technical Guidance\u201d document, it will be posted on the CSRR Guidance Library<\/a> and a SRRA Listserv message will be issued.<\/p>\n
\nAdministrative Requirements for the Remediation of Contaminated Sites (ARRCS) and Technical Requirements for Site Remediation Rule Revisions<\/h5>\n
\nThe goal of this committee is to revise the Technical Requirements for Site Remediation and the Administrative Requirements for the Remediation of Contaminated Sites to reflect the changes to the Site Remediation Reform Act. The committee consists of Department staff. External stakeholders that have been invited to engage the Department in discussions on the rule revisions include: the New Jersey Department of Transportation (NJDOT), the Licensed Site Remediation Professional Association (LSRPA), the New Jersey Business and Industry Association (NJBIA), the Commerce and Industry Association of New Jersey (NAIOP), the Site Remediation Industry Network (SRIN), Brownfield Coalition of the Northeast (BCONE), Utility and Transportation Contractors Association of NJ (UTCANJ), Chemical Council of NJ (CCNJ), New Jersey Builders Association (NJBA), Chamber of Commerce of NJ, Chamber of Commerce of Southern NJ, environmental justice advocates, county planners, municipalities, and other associations.<\/p>\n

The committee consists of Department staff and external stakeholders. Invitations were sent to the Site Remediation Industry Network; the Commerce and Industry Association of New Jersey; the New Jersey Business and Industry Association; the Licensed Site Remediation Professional Association; the New Jersey Builders Association; the New Jersey Fuel Merchants Association; the Association of Engineering and Environmental Geologists; 37 municipalities; 22 County Planners or Officials; and 18 Environmental and Environmental Justice Organizations.<\/p>\n
