Notice of Rule Proposal<\/strong> Public Notice<\/b> This proposal includes
\nCoastal Permit Program rules, N.J.A.C. 7:7
\nCoastal Zone Management
\nrules, N.J.A.C. 7:7E<\/p>\n
\nTake notice that the NJ Department of Environmental Protection
\nis proposing to amend the Coastal Permit Program rules, N.J.A.C.
\n7:7 and Coastal Zone Management rules, N.J.A.C. 7:7E to update
\nthe goals of New Jersey\u2019s Coastal Management Program
\nand amend the rules pertaining to prime fishing areas, bay
\nislands, wetlands, Hackensack Meadowlands District, impervious
\ncover, scenic resources and design and traffic. A statement
\nof the substance of the proposal follows:<\/p>\n
\nthe updating of the goals of the New Jersey Coastal Management
\nProgram. The proposed amendments to the Prime fishing area
\nrule incorporate new digital mapping of prime fishing areas
\nand set forth standards for development within these areas.
\nAmendments to the bay island rule would add the Shawcrest\/Hildreth
\nIsland in Cape May County to the list of bay islands exempted
\nfrom the rule. Amendments proposed to the Wetlands and Hackensack
\nMeadowlands District rules specify the standards used to
\nreview proposed coastal activities and development within
\nwetlands and clarify the application of the Coastal Zone
\nManagement rules in the review of coastal activities or developments
\nin the Hackensack Meadowlands District. The proposal includes
\nthe addition of electrical substations to the list of activities
\nthat are exempt from the impervious and vegetative cover
\nrequirements of the Coastal Zone Management rules. The amendments
\nproposed to the Scenic resources and design and Traffic rules
\nare intended to facilitate the preservation of historic structures
\nin danger of demolition, such as those of the \u201cDoo
\nWop\u201d era by relaxing the parking requirements in limited
\ncircumstances.<\/p><\/blockquote>\n
