{"id":1470,"date":"2021-11-23T13:50:34","date_gmt":"2021-11-23T18:50:34","guid":{"rendered":"https:\/\/deptest.nj.gov\/rules\/?page_id=1470"},"modified":"2021-11-23T13:50:34","modified_gmt":"2021-11-23T18:50:34","slug":"121806a","status":"publish","type":"page","link":"https:\/\/deptest.nj.gov\/rules\/notice-of-rule-proposal-archive\/121806a\/","title":{"rendered":"121806a"},"content":{"rendered":"<p><b>NJ DEPARTMENT of ENVIRONMENTAL PROTECTION<br \/>\n<\/b>ENVIRONMENTAL REGULATION<br \/>\nAIR QUALITY MANAGEMENT<\/p>\n<p><strong>Notice of Rule Proposal<\/strong><br \/>\nN.J.A.C. 7:27-32, 7:27-14, 7:27A-3.10(m) and 7:27B-4, Diesel<br \/>\nRetrofit Program<\/p>\n<p><b>Public Notice<\/b><br \/>\nTake notice that the NJ Department of Environmental Protection<br \/>\n(Department) is proposing new rules at N.J.A.C. 7:27-32, Diesel<br \/>\nRetrofit Program, and amendments to N.J.A.C. 7:27-14, Control<br \/>\nand Prohibition of Air Pollution from Diesel-Powered Motor<br \/>\nVehicles, 7:27A-3.10(m), Air Administrative Procedures and<br \/>\nPenalties, and 7:27B-4, Air Test Method 4: Testing Procedures<br \/>\nfor Diesel-Powered Motor Vehicles.<\/p>\n<p>The proposed new rules will require the installation of closed<br \/>\ncrankcase ventilation systems (CCVS) or tailpipe retrofit devices<br \/>\non certain diesel-powered vehicles and equipment, including<br \/>\nschool buses, solid waste collection vehicles, publicly owned<br \/>\ncommercial buses, privately-owned commercial buses, and publicly<br \/>\nowned on-road vehicles and off-road equipment.<\/p>\n<p>The Department is jointly proposing rules with the Motor Vehicle<br \/>\nCommission regarding the installation of CCVS and the training<br \/>\nof persons who inspect a vehicle pursuant to the periodic or<br \/>\nroadside inspection program or who repair any vehicle because<br \/>\nit failed emissions testing under those inspection programs.<br \/>\nThe Department is jointly proposing rules with the State Treasurer<br \/>\nregarding reimbursement of the cost of the purchase and installation<br \/>\nof the required CCVS and retrofit devices.<\/p>\n<p>The proposal is scheduled to be published in the New Jersey<br \/>\nRegister dated December 18, 2006.\u00a0 <a href=\"https:\/\/deptest.nj.gov\/rules\/wp-content\/uploads\/sites\/70\/proposals\/121806a.pdf\">A<br \/>\ncopy of the proposal is available from the Department\u2019s<br \/>\nweb site<\/a><span class=\"specialNote\">(PDF)<\/span>.<\/p>\n<p>A public hearing concerning the proposal is scheduled as follows:<\/p>\n<blockquote><p>Tuesday, January 30, 2007, at 9:00 a.m.<br \/>\nFirst<br \/>\nFloor Public Hearing Room<br \/>\nDepartment<br \/>\nof Environmental Protection<br \/>\n401<br \/>\nE.
