\n<\/strong>Air Pollution Control, N.J.A.C. 7:27; and State Implementation Plan (SIP) for New Jersey\u2019s Control and Prohibition of Air Pollution by Volatile Organic Compounds and Control and Prohibition of Air Pollution by Oxides of Nitrogen<\/p>\n
\nTake notice<\/strong> that the NJ Department of Environmental Protection is proposing amendments to the Air Pollution Control Rules, N.J.A.C. 7:27, that pertain to reasonably achievable control technology (RACT) requirements for VOCs and for oxides of nitrogen (NOx).\u00a0 The proposed rules constitute a revision to New Jersey\u2019s SIP for Control and Prohibition of Air Pollution by Volatile Organic Compounds and Control and Prohibition of Air Pollution by Oxides of Nitrogen.<\/p>\n
\nThe proposed new and amended rules address VOC RACT by incorporating recommendations from four Control Techniques Guidelines (CTGs) issued by the U.S. Environmental Protection Agency (EPA) for source categories that are present in New Jersey: Industrial Cleaning Solvents; Paper, Film, and Foil Coatings; Miscellaneous Metal and Plastic Parts Coatings; and Fiberglass Boat Manufacturing Materials.\u00a0 The VOC emission limitations in the proposed new rules and amendments are equivalent to the limits recommended in the EPA\u2019s CTGs, with certain limited exceptions discussed in the proposal.<\/p>\n
\nThe proposed rules address NOx RACT requirements by establishing new limits on NOx emissions from existing simple cycle combustion turbines combusting natural gas and compressing gaseous fuel at major NOx facilities (compressor turbines) and stationary reciprocating engines combusting natural gas and compressing gaseous fuel at major NOx facilities (compressor engines).<\/p>\n
