Notice of Rule Proposal<\/strong> and State Implementation Plan Revision<\/strong> PUBLIC NOTICE<\/strong> This proposed rulemaking is part of a comprehensive strategy to reduce greenhouse gas emissions statewide. The proposed rulemaking has two major components that focus on reducing emissions of CO2 and other pollutants from the transportation sector.\u00a0 First, the Advanced Clean Trucks Program will require manufacturers of vehicles over 8,500 pounds gross vehicle weight rating (GVWR) to participate in a credit\/deficit program intended to increase the percentage of zero-emission vehicles sold in New Jersey.\u00a0 By increasing sales of electric vehicles, the Department\u2019s proposed rulemaking will reduce transportation sector emissions of greenhouse gases and other pollutants like nitrogen oxides (NOx) and fine particulate matter (PM2.5).\u00a0 Second, the Fleet Reporting Requirement imposes a one-time reporting requirement intended to obtain information about the in-State operation of fleets of vehicles over 8,500 pounds GVWR that will inform future decisions concerning further emission reductions from the transportation sector.\u00a0 The proposed rulemaking includes penalty provisions at N.J.A.C. 7:27A for the proposed amendments to the Air Pollution Control rules.<\/p>\n The proposal also constitutes a revision to New Jersey\u2019s State Implementation Plan (SIP) for the attainment and maintenance of the National Ambient Air Quality Standards for ozone.\u00a0 To the extent that the proposed amendments and new rules impact rules in the SIP, this rulemaking constitutes a revision to the SIP.<\/p>\n The proposal is scheduled to be published in the New Jersey Register dated April 19, 2021.\u00a0 A copy of the proposal is available on the Department\u2019s webpages at: https:\/\/deptest.nj.gov\/rules\/wp-content\/uploads\/sites\/70\/proposals\/20210419a.pdf<\/a>, and LexisNexis free public access to the New Jersey Register (https:\/\/www.lexisnexis.com\/hottopics\/njoal<\/a>).<\/p>\n A public hearing concerning the proposal will be conducted virtually via the Department\u2019s video conferencing software on Thursday, May 20, 2021, at 9:00 A.M.<\/p>\n Please join the meeting from your computer, tablet, or smartphone<\/strong>.
