The Regional Greenhouse Gas Initiative (RGGI)<\/a> is a market-based program designed to reduce carbon dioxide (CO\u2082) emissions from the power sector. Launched in 2005, RGGI was the first multi-state program of its kind in the United States. RGGI is a cooperative effort among Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont.<\/p>\n Electricity generators subject to these regulations comply by purchasing CO\u2082 allowances equal to the tons of CO\u2082 they emit. Allowances are purchased at regional quarterly auctions. States receive the proceeds from these auctions proportional to their contribution to the declining regional cap. Each participating state invests the auction proceeds into strategic programs to reduce greenhouse gases, mitigate climate change, and benefit stakeholders. To learn more about the initiative, visit RGGI<\/a>.<\/p>\n<\/div>\n [\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_empty_space][\/vc_column][\/vc_row][vc_row][vc_column][vc_custom_heading text=”New Jersey Investment of Auction Proceeds” font_container=”tag:h2|text_align:left|color:%2300669b” use_theme_fonts=”yes” css=””][vc_column_text css=””]<\/p>\n New Jersey formally rejoined the Regional Greenhouse Gas Initiative (RGGI) in 2020, becoming the tenth state to join the greenhouse gas cap-and-invest program.<\/p>\n Due to New Jersey\u2019s participation in RGGI, the state earned $118,689,480.21<\/span> at the 1st quarterly CO\u2082 auction of 2026<\/strong>, bringing its total funding received up to now $1,227,194,299.20 <\/span><\/span><\/span><\/span><\/strong>since the state rejoined RGGI in 2020. The proceeds will be used to invest in climate change, clean energy and equity programs across the state.<\/p>\n These investments are guided by the Strategic Funding Plans<\/a>. These funding plans are established by 3 state entities; The Department of Environmental Protection (DEP), the Board of Public Utilities (BPU), and the Economic Development Authority (EDA). The funding plan identifies how the RGGI auction proceeds will be distributed for the 3-year funding period. During Program Review, states work together to consider successes, impacts, and design elements of the regional program. The outcomes of <\/span>Program Review<\/span><\/a> are reflected in the updated Model Rule, which states are committed to adopt to their individual rules in a substantially consistent way. The Third Program Review started in 2021 and concluded in July 2025. This comprehensive review included public meetings held to gather stakeholder input, and technical analyses to evaluate program design changes. \u00a0<\/span>\u00a0<\/span><\/p>\n The objectives of program design changes reflected in the updated Model Rule are to strengthen the regional emissions cap, provide market stability and confirm commitments to energy affordability, public health, and the environment.\u00a0<\/span>\u00a0<\/span><\/p>\n Program design changes include: <\/span>\u00a0<\/span><\/p>\n New Jersey plans to propose its new CO\u2082 Budget Trading rule by Spring 2026, with adoption by January 2027. The participating states, including New Jersey, are committed to commence a fourth program review no later than 2028 to evaluate these changes early on after they are implemented.
