{"id":331,"date":"2022-08-04T12:02:14","date_gmt":"2022-08-04T16:02:14","guid":{"rendered":"https:\/\/deptest.nj.gov\/grantandloanprograms\/?page_id=331"},"modified":"2025-12-11T10:14:34","modified_gmt":"2025-12-11T15:14:34","slug":"hazardous-discharge-site-remediation-fund","status":"publish","type":"page","link":"https:\/\/deptest.nj.gov\/grantandloanprograms\/hazardous-discharge-site-remediation-fund\/","title":{"rendered":"Hazardous Discharge Site Remediation Fund"},"content":{"rendered":"<p>[vc_row][vc_column width=&#8221;2\/3&#8243;][vc_column_text css=&#8221;&#8221;]<strong>PURPOSE OF FUNDING\u00a0<\/strong><br \/>\nTo provide grants to public entities (municipalities, counties, and redevelopment entities authorized to exercise redevelopment powers pursuant to section 4 of the Local Redevelopment &amp; Housing Law (C.52:27D-130.7) for 100% of the costs of the assessment\/investigation and up to 75% of the remedial action costs associated with the cleanup of a discharge of a hazardous substance or hazardous waste at brownfield sites where the public entity has demonstrated a commitment to redevelop the brownfield sites, there are also grants to public entities for 100% of the costs of the assessment\/investigation and 75% of the remedial action costs associated with the cleanup of a discharge of a hazardous substance or hazardous waste at brownfield sites specifically located in a designated Brownfield Development Area (BDA), to provide loans and 25% grants to private entities (individuals, corporations, businesses, etc.) for the investigation and cleanup of a discharge of a hazardous substance or hazardous waste<\/p>\n<p><strong>APPLICATION<\/strong><br \/>\n<a href=\"https:\/\/www.nj.gov\/dep\/srp\/finance\/hdsrf\/\" target=\"_blank\" rel=\"noopener\">HDSRF Application Form<\/a><\/p>\n<p><strong>APPLICATION DEADLINE<\/strong><br \/>\nRolling<\/p>\n<p><strong>NOTIFICATION DATE<\/strong><br \/>\nNot applicable<\/p>\n<p><strong>SOURCE OF FUNDING<\/strong><br \/>\nA constitutionally dedicated portion of the NJ Corporate Business Tax that provides a stable source of HDSRF funding in the range of $10 to $15 million per year is in place for the HDSRF program.<\/p>\n<p><strong>STATUTORY CITATION<\/strong><br \/>\nN.J.S.A. 58:10B-4.<\/p>\n<p><strong>WHO IS ELIGIBLE\u00a0<\/strong><br \/>\nGrants:\u00a0Public entities that either hold a tax sale certificate for a property, have acquired a property through foreclosure or other similar means, or have passed an ordinance or resolution indicating their intent to acquire a property by voluntary conveyance are eligible for 100% of the costs to complete Preliminary Assessment (PA), Site Investigation (SI), and Remedial Investigation (RI) activities.\u00a0Public entities are eligible for an additional 75% of the costs of the Remedial Action (RA) if the property is located in a designated BDA.\u00a0Public entities are eligible for 25% of the costs to complete an RA by achieving an unrestricted use No Further Action or Response Action Outcome designation. Public entities that plan a recreation\/conservation use for a property or a renewable energy project are eligible for 75% of the costs of the RA and for affordable housing are eligible for 50% of the costs of the RA.
