\nThe Sewer Overflow and Stormwater Reuse Municipal Grants<\/span> program<\/span> (OSG)<\/span> provides funding for the planning, design, and construction of<\/span> infrastructure <\/span>needs for combined sewer overflows (CSO), sanitary sewer overflows (SSO), and <\/span>stormwater management.<\/span><\/p>\n

\nFunding is proposed <\/span>by<\/span> the New Jersey Department of Environmental Protection through <\/span>federal<\/span> award<\/span>.\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n

WHO IS ELIGIBLE<\/strong>
\nEligibility is limited to<\/span> m<\/span>unicipalities or municipal entities<\/span>.<\/span><\/span>\u00a0<\/span><\/p>\n

PRIORITIZATION OF OSG PROJECTS<\/strong>
\nThe award of subawards will be prioritized to eligible subrecipients that are financially distressed communities; implementing a long-term control plan for CSOs or SSOs; or requesting funds for a project included on the Clean Water State Revolving Fund Intended Use Plan. \u201cFinancially distressed community\u201d means a community that meets the affordability criteria established by the State in which it is located.<\/span>\u00a0<\/span><\/p>\n

Projects will be further prioritized based on whether it serves an overburdened community identified on the Department\u2019s Office of Environmental Justice interactive mapping tool, the quantity of flow anticipated to be removed from a system or flood prone area, and the use of green technology consistent with the design and performance standards under N.J.A.C. 7:8 (Green Infrastructure in New Jersey. Additional points will be awarded for documented localized flooding based on storm intensity and for applicants implementing local hiring requirements in the contract documents.<\/span>\u00a0<\/span><\/p>\n

QUALIFICATIONS REQUIRED FOR CONSIDERATION<\/strong>
\nEligible entities must: (1) if you do not already have one, set up an account with H2LOans for a project associated with the grant and<\/span> set up an account with<\/span> SAGE for the grant application, (<\/span>2<\/span>) submit <\/span>all <\/span>project <\/span>application information <\/span>and documentation <\/span>via H2LOans and receive <\/span>all DEP <\/span>approval<\/span>s (<\/span>engineering contract approvals, authorization to advertise, authorization to award, etc.)<\/span>, and (<\/span>3<\/span>) complete the grant application on the Department\u2019s online SAGE portal.<\/span><\/span>\u00a0<\/span>
\n<\/span><\/p>\n

GRANT\/LOAN LIMITATIONS<\/strong>
\nApproximately $12 million in grant funds is available for State Fiscal Year (SFY) 2025.<\/span>\u00a0<\/span><\/p>\n

Grant funds must be used for capital improvement projects for CSO, SSO, or stormwater management. This includes planning, design, construction, and equipment purchases.<\/span>\u00a0<\/span><\/p>\n

The OSG grant shall be not less than 80% of the project cost. Project sponsors that receive an OSG grant for up to 80% of eligible project costs are eligible to receive a principal forgiveness loan for the remaining 20% of costs. Financially distressed communities are eligible to receive OSG grant funding for up to 100% of eligible project costs.\u00a0<\/span>\u00a0<\/span><\/p>\n

Total project costs are capped at $2 million. The balance of the project would have to be separately funded and would be eligible for SRF funds at the rates offered for the applicable project type as indicated in the SFY 2025 Intended Use Plan.<\/span>\u00a0<\/span><\/p>\n

Operations and maintenance activities are not eligible for funding.<\/span>\u00a0<\/span><\/p>\n

A project that receives grant money is subject to the same requirements as a project that receives money from the Clean Water State Revolving Fund.<\/span>\u00a0<\/span><\/p>\n

APPLICATION PROCEDURES<\/strong>

Applicants must submit documentation for the project associated with the grant using the Department\u2019s online H2LOans portal at: <\/span>https:\/\/www.h2loans.com\/<\/span><\/a>\u00a0<\/span>\u00a0<\/span><\/p>\n

Complete applications consist of a completed grant application in the Department\u2019s online SAGE portal, submission of eligible project information via the Department\u2019s online H2LOans portal, and the Department\u2019s approval of draft planning and design professional service agreements.\u00a0\u00a0<\/span><\/p>\n

REVIEW PROCESS<\/strong>
\nApplications will be reviewed on a <\/span>first-come<\/span> first served basis and c<\/span>omplete applications will <\/span>receive funding <\/span>based <\/span>on <\/span>rank and<\/span> re<\/span>adiness to <\/span>proceed<\/span>.<\/span><\/p>\n
