{"id":2424,"date":"2024-08-16T11:06:06","date_gmt":"2024-08-16T15:06:06","guid":{"rendered":"https:\/\/deptest.nj.gov\/grantandloanprograms\/?page_id=2424"},"modified":"2025-03-20T09:40:58","modified_gmt":"2025-03-20T13:40:58","slug":"freshwater-wetland-mitigation-council-rfp","status":"publish","type":"page","link":"https:\/\/deptest.nj.gov\/grantandloanprograms\/freshwater-wetland-mitigation-council-rfp\/","title":{"rendered":"Freshwater Wetland Mitigation Council RFP"},"content":{"rendered":"<p>[vc_row][vc_column][vc_column_text css=&#8221;&#8221;]<\/p>\n<h4 style=\"text-align: center\">THIS GRANT CLOSED MARCH 19, 2025.<\/h4>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column width=&#8221;2\/3&#8243;][vc_column_text css=&#8221;&#8221;]<strong>PURPOSE OF FUNDING<br \/>\n<\/strong>To fund projects that will result in the creation, restoration and\/or enhancement of wetlands that are dominated by tidal wetlands components.<\/p>\n<p><strong>APPLICATION\u00a0<\/strong><br \/>\n<a href=\"https:\/\/deptest.nj.gov\/grantandloanprograms\/wp-content\/uploads\/sites\/75\/rfp-for-atlantic-region_word_8_2024_final-1.pdf\">Freshwater Wetland Mitigation Council RFP<\/a><\/p>\n<p><strong>APPLICATION DEADLINE\u00a0<\/strong><br \/>\nTBD<\/p>\n<p><strong>NOTIFICATION DATE<\/strong><br \/>\nTBD<\/p>\n<p><strong>SOURCE OF FUNDING<br \/>\n<\/strong>Wetlands Mitigation Fund, New Jersey&#8217;s In Lieu Fund (ILF) Program<\/p>\n<p><strong>STATUTORY CITATION\u00a0<\/strong><br \/>\nN.J.S.A 13:9B-15(b) and N.J.A.C 7:7A-11.22<\/p>\n<p><strong>WHO IS ELIGIBLE<br \/>\n<\/strong>Nonprofit organizations, county, state, and federal agencies and other appropriate agencies<\/p>\n<p><strong>QUALIFICATIONS REQUIRED FOR CONSIDERATION<\/strong><br \/>\nAccording to the ILF Instrument, the following parameters apply to all proposed project costs.<\/p>\n<ul>\n<li>Costs associated with the design\/permitting\/construction\/monitoring of the proposed mitigation project, including<\/li>\n<li>Personnel (Salaries\/Fringe Benefits)<\/li>\n<li>Contractual Services (Consultants and Subcontractors)<\/li>\n<li>Other Direct Costs (e.g., equipment &amp; supplies, printing, mailings, public notice publication)<\/li>\n<li>Only costs incurred during the grant award period are eligible<\/li>\n<li>Grant funds may not be used for costs associated with development of a grant proposal<\/li>\n<\/ul>\n<p><strong>GRANT LIMITATIONS<br \/>\n<\/strong>Proposed projects must be located within the Atlantic Region, which includes Watershed Management Areas 12, 13, 14, 15, and 16.<\/p>\n<p>Total anticipated funding for the RFP is $1,511,591.06. It is estimated that approximately 1 or 2 proposals, as determined by the project proposals, will be selected.<\/p>\n<p><strong>APPLICATION PROCEDURES<br \/>\n<\/strong>Interested applicants must submit a Conceptual ILF Grant Proposal in response to the request for proposals. A conceptual proposal shall at a minimum stipulate the location of the project (including service area, county and municipality), the amount of wetlands to be enhanced, created or restored, the amount of money requested for the project, a detailed explanation of the proposed budget, the number of proposed credits to be generated, and a summary of the proposal. Applicants are advised to refer to the Department\u2019s checklist for mitigation proposals to help identify the information that will ultimately be looked at for full proposals.
