\nFormer Tier B: Required Elements
\nEach of the 101 Tier B permittees reassigned as a Tier A on July 1, 2022 is eligible to apply for $75,000. This funding is being made available to assist with upgrade of stormwater programs to comply with the Tier A MS4 permit renewal. Required program improvements are listed in the 2023 Final Tier A Permit issued on January 1, 2023, and include the following:
\n\u2022 Adoption of stormwater-related ordinances (e.g., pet waste, prohibiting feeding wildlife,
\nimproper disposal of waste, etc.);
\n\u2022 Implementation of a street sweeping program;
\n\u2022 Implementation of municipal maintenance yard best management practices (BMPs), such as
\na salt storage structure;
\n\u2022 Complete MS4 Infrastructure Map;
\n\u2022 Implementation of a program for illicit discharge detection and elimination;
\n\u2022 Conduct required employee training; and
\n\u2022 Complete WIPs that consider TMDLs, water quality impairments and flooding.<\/p>\n
\nEach of the 456 Tier A permittees, which were Tier A prior to July 1, 2022, are eligible to apply for $25,000. The permittees shall develop, update and maintain an MS4 Infrastructure Map that delineates the location of the following stormwater features owned or operated by the permittee, including their associated attributes (noted in parentheses):
\n\u2022 MS4 outfalls (receiving surface water name, type of outfall);
\n\u2022 MS4 ground water discharge points (type);
\n\u2022 MS4 interconnections (type into\/from, entity);
\n\u2022 Storm drain inlets (type, catch basin present, label present, retrofitted);
\n\u2022 MS4 manholes;
\n\u2022 MS4 conveyance (type, direction of flow);
\n\u2022 MS4 pump stations;
\n\u2022 Stormwater facilities (type); and
\n\u2022 Property boundaries of maintenance yard(s) and other ancillary operations (type).<\/p>\n
\nApproximately $19 Million in grants are available, with $75,000 for eligible MS4 permittees formerly classified as Tier B and $25,000 for the existing Tier A permittees to upgrade their MS4 Stormwater Programs to better align with the 2023 Tier A MS4 Permit renewal funding is being made available to MS4 permittees under this grant program. Each of the 101 Tier B permittees that was reassigned as a Tier A on July 1, 2022 is eligible to apply for $75,000. The remaining 456 Tier A permittees are eligible to apply for $25,000. Distribution of funds is at the sole discretion of the Department. All unclaimed remaining funds will become part of future grant funding opportunities. The timeline for distribution of the grant funding is shown below, but, because the funds will be distributed on a rolling basis, municipalities are encouraged to submit the required information as soon as possible. requirements.<\/p>\n
