The State Commission of Investigation (SCI) was formed in 1968 and confirmed the infiltration of organized criminal elements within the solid waste collection and disposal industry.\u00a0 The SCI recommended vetting and licensing of all waste haulers to uncover those associated with solid waste collection and disposal companies.
