The New Jersey Department of Environmental Protection recognizes the critical leadership role it plays in combating climate change and advancing clean energy. Achieving the State\u2019s ambitious greenhouse gas reduction goals requires a whole-of-government approach, including decarbonizing the operations of state government itself. A Strategy to Advance Carbon Sequestration on New Jersey\u2019s Natural and Working Lands<\/h4>\n

Launched in 2024, A Strategy to Advance Carbon Sequestration on New Jersey\u2019s Natural and Working Lands (NWLS)<\/a> <\/i> is the blueprint for enhancing carbon sequestration across New Jersey’s diverse landscapes, aiming to boost the capture of carbon dioxide on both public and private lands, including wetlands, aquatic habitats, agricultural areas, and forests. The strategy outlines specific targets for the state to reach by 2030 and 2050 and includes land management practices\u2014such as tree planting and wetland restoration\u2014as well as suggested policy changes to support these efforts.<\/p>\n

New Jersey is committed to significantly reducing greenhouse gas emissions and combating climate change. To achieve our goal of an\u00a080% reduction in emissions from 2006 levels by 2050<\/a> <\/i>, we need to cut emissions and enhance our carbon sequestration efforts.\u00a0The NWLS provides a plan to help us reach this goal.[\/vc_column_text][\/vc_column_inner][\/vc_row_inner][vc_row_inner equal_height=”yes”][vc_column_inner width=”1\/4″][vc_single_image image=”3071″ img_size=”medium” onclick=”custom_link” img_link_target=”_blank” css=”” link=”https:\/\/deptest.nj.gov\/climatechange\/wp-content\/uploads\/sites\/50\/docs\/nj_pcap_final-1.pdf”][\/vc_column_inner][vc_column_inner width=”3\/4″][vc_column_text css=””]<\/p>\n

Climate Pollution Reduction Grant Program<\/h4>\n

The Climate Pollution Reduction Grant (CPRG) program is a nationwide, two-phase grant, funded via the Inflation Reduction Act. Phase one provides $250 million in noncompetitive planning grants to states, local governments, tribes, and territories to develop and implement climate action plans for reducing greenhouse gas emissions and other harmful air pollution. \u00a0Phase two provides $4.6 billion in competitive implementation grants to carry out the greenhouse gas reduction measures proposed in the climate action plans.<\/p>\n

In August 2023, New Jersey was awarded $3 million from the USEPA to put towards CPRG planning. New Jersey has developed a workplan <\/i><\/a> for how it will utilize the $3 million from the EPA to support implementation efforts and develop a Priority Action Plan, Comprehensive Climate Action Plan, and Status Report.<\/p>\n

Published in March 2024, New Jersey’s Priority Climate Action Plan<\/a> (PCAP) is a strategic guide developed under the CPRG Phase 1 Planning Grant to identify and prioritize near-term actions for achieving significant greenhouse gas emissions reductions by 2030, while also serving as a resource for applicants seeking CPRG Phase 2 Implementation Grants.<\/p>\n

Global Warming Reponses Act 80×50 Report<\/h4>\n

In 2020, the state released the Global Warming Response Act (GWRA) 80×50 Report <\/i><\/a>. This report was written in response to the mandate in the Global Warming Response Act, to reduce New Jersey’s greenhouse gas emissions by 80% from their 2006 levels by 2050. This report builds on the 2019 Energy Master Plan <\/i><\/a>, serving as the State’s comprehensive plan to reduce greenhouse gas emissions from both energy and non-energy systems, providing guidance, policies, regulatory and legislative recommendations to meet the State\u2019s emissions reduction goals.<\/p>\n

The Global Warming Response Act 80×50 Progress Report<\/a> <\/i> provides an overview of the State\u2019s progress in implementing strategies outlined in the 2020 Global Warming Response Act (GWRA) 80×50 Report and projects emissions in 2050 based on the State\u2019s present commitments as embodied in statute and rule through May 2024. The emissions projections are based on the extensive analyses conducted by the New Jersey Board of Public Utilities during the development of the State\u2019s 2024 Energy Master Plan (EMP). New Jersey’s Funding One Stop Shop<\/h4>\n

Recognizing the importance of strategic investment in climate mitigation, New Jersey has launched a comprehensive tool outlining funding opportunities and incentives across key sectors\u2014including building energy efficiency, education and workforce development, energy generation, food systems and waste, industrial decarbonization, resilience, and transportation\u2014to support both immediate and long-term solutions for a low-carbon future.<\/p>\n

New Jersey’s One Stop Shop<\/a> is an interactive tool connects efficiency, electrification, and other sustainability-focused projects with federal, state, and utility funding programs. Through these ongoing efforts the DEP is funding greenhouse gas reduction programs that support vehicle electrification, electric vehicle chargers and carbon sequestration in our natural working lands. Funding for these efforts is made possible primarily through New Jersey\u2019s participation in the Regional Greenhouse Gas Initiative (RGGI<\/a>). Transportation<\/h4>\n

Under the banner of Drive Green, the Department hosts a collection of programs that share the goal of decarbonizing the transportation sector across the state. Programs include:<\/p>\n

eMobility Grant Program<\/a>: funds equitable, shared transportation using electric vehicles such as carshare and ridehailing programs, electric taxis and shuttle services which benefit low- to moderate-income communities disproportionately impacted by air pollution.<\/p>\n

It Pay$ to Plug In<\/a>: provides grants offset the cost of purchasing and maintaining electric vehicle charging stations.<\/p>\n

Medium and Heavy-Duty Electric Vehicle Grant Program<\/a>: grants to offset the cost of purchasing medium and heavy-duty electric vehicles, such as school buses, garbage trucks and other vehicles and equipment.<\/p>\n

Carbon Sequestration<\/h4>\n

Recognizing the important role that New Jersey\u2019s forests, wetlands and preserved open spaces play in achieving the state\u2019s greenhouse gas reduction goals, the DEP launched a series of carbon sequestration programs. Programs include:<\/p>\n

Natural Climate Solutions Grant Program<\/a>: funds projects that create, restore, and enhance New Jersey\u2019s natural carbon sinks.<\/p>\n

Trees for School Program<\/a>: grants to New Jersey public school districts, county colleges, and state colleges and universities to fund the planting of trees on campuses across the state.
